Ryan White Shift in Priorities:

What does this mean to HAVEN clients?

Congress has decided that there are six major priorities to be funded for people living with HIV/AIDS: primary medical care, case management, drug reimbursement, oral health, substance abuse treatment, and mental health.  Most of the rest of the priorities are considered support services.  HAVEN’s Ryan White awards are all support services: our Buddy Services program, transitional housing, support groups, volunteer transportation, and emergency financial assistance.

Ryan White funds supply about half of our budgetary needs.  The new fiscal year starts March 1 and runs through February 28, 2007.  We won’t know until February 28, 2006, what our awards will be—which makes it pretty hard to plan!  But we do already know that the pool of money available for our support priorities is lower, for the third year in a row.   The over-all reduction of Ryan White funds means a short-fall of somewhere between $5,000 and $15,000.

Furthermore, there will be tighter restrictions on the use of Ryan White funds.  Every service we provide now must be linked to primary care!  For example, everyone who attends support group meetings, gets a ride or a bus pass, or receives help with rent or utilities, must be enrolled in primary care and/or be in case management—and give us the proof.  And the amount of dollars available for emergency financial assistance will be even lower than last year.  Just when the cost of living is rising.

What does this mean to our clients?

·         We’re already out of funds for rent and utilities for this fiscal year.  Starting in March, the restrictions will be even tighter.

·         We will not know until February 28 if we have ANY funds for bus passes.  If we do, your pass will be late, and you will have to prove each month that you will or have used it for medical and/or social services appointments.

·         We will have to continue with the current reduced number of support group meetings—and we really hope we won’t have to limit them further.

·         We will have to reduce all possible costs to try to make up for the over-all reduction in funding.  This means a lean budget for all the fun stuff: food at meetings, special events, maybe even the crabs at the September picnic!  I will have presented various alternatives for budget reductions to the board of directors before you read this.

But we are committed to keeping HAVEN’s mission alive!  We will continue to enhance the quality of life for every person who qualifies for our services, without regard to race, religion, or sexual orientation.  We are really fortunate to have a great staff that is dedicated to making things work, no matter how hard we must tighten our belts.

What can you do?  RECRUIT! We need board members, volunteers, people to give money, grant writers, donations for special events…. And, you can KEEP COMING BACK!  The greatest impact we can make on those who support us is to show how much we mean to each other.

Call me any time to talk further.
